This is one huge piece of land with very few people scattered around this huge area. It is more sensible and economic at this point in time, to administer such a huge and sparsely populated area directly from Ottawa. Should the situation change drastically and the citizens there so choose, their status could change but I do not expect to see it happen in my lifetime. And if one of the Territories were to change status, I would guess that the Yukon would be the first to do it. The Present day Provinces of Alberta and Saskatchewan were a part of the Territories but were made Provinces in 1905, making the Territories as they were, smaller. Each Territory does have a political leader, presently called a Premier. Too sparsely populated to make a viable Province. The same reason Guam is not a US State.
Because they are a part of Canada; just like the U.S, everything either is a province (like the outlying territories) or a state (just like RI, it is SO small!) Everything needs to be classified as something; and I guess Canada doesn't have anything but provinces, so they have to be provinces!
Remember, everything is something.
In order to be a province. You must have a population over 100,000. I think the North West Territories is getting closer to that mark.
