Unsolicited means that the Recipient has not granted verifiable permission for the message to be sent. Bulk means that the message is sent as part of a larger collection of messages, all having substantively identical content. A message is Spam only if it is both Unsolicited and Bulk. Unsolicited Email is normal email (examples: first contact enquiries, job enquiries, sales enquiries) Bulk Email is normal email (examples: subscriber newsletters, customer communications, discussion lists) Technical Definition of Spam An electronic message is "spam" IF: the recipient's personal identity and context are irrelevant because the message is equally applicable to many other potential recipients; the recipient has not verifiably granted deliberate, explicit, and still-revocable permission for it to be sent. Spam is an issue about consent, not content. Whether the UBE message is an advert, a scam, porn, a begging letter or an offer of a free lunch, the content is irrelevant - if the message was sent unsolicited and in bulk then the message is spam. Spam is not a sub-set of UBE, it is not "UBE that is also a scam or that doesn't contain an unsubscribe link", all email sent unsolicited and in bulk is Spam. The term "Internet fraud" generally refers to any type of fraud scheme that uses one or more online services - such as chat rooms, e-mail, message boards, or Web sites - to present fraudulent solicitations to prospective victims, to conduct fraudulent transactions, or to transmit the proceeds of fraud to financial institutions or to others connected with the scheme. .The most straightforward type of scam is a someone in another country emailing many people online and directly telling the person they emailed that they have won money but in order for them to collect the person they emailed must open a bank account and put money in the account and they will match it which of course is a lie.
Spam is advertising and solicitation you did not request and you do not want. The actual content of the spam may be legitimate -offers for loans, insurance, college degrees on line, etc. Same thing as junk mail.
A "scam" is a fraudulent scheme to cheat you out of your money. This often takes the FORM of an advertisement -such as "help wanted," but always involves YOU sending money to someone else -and getting NOTHING in return. Scams may also ask you to disclose personal data -so your identity can be "stolen."
So, the difference is that spam -while obnoxious and undesireable, is not illegal. Scams, on the other hand, ARE illegal.
