It sounds like she may not want to be bothered with pups that aren't hers. Get help with bottle feeding the puppies until you know for sure. You may end up having to do this for 7 weeks until they're weaned.
She has no bond with these puppies, so she doesn't feel it is necessary to babysit with them, or take care of them. Why aren't they with their natural Mom? Did something happen to her?
