well im a tattoo artist as well and i basically live off tips. which is why i had to get a second job..
seriously, when i get tattooed i always leave a generous tip.. my artist i go to likes me so much he gives me free time!!

if its an hour piece leave the guy 15-20 bucks.
if you wanna be generous you can exceed that.

Give her a $20 at the end of the first session, AFTER she charges you and you pay her, and tell her "Let me buy the beer tonight." They LOVE hearing that.

Hi mate, I am a tattoo artsist from Australia and whilst it is always a lovely gesture when we are given a tip, it is certainly not required or expected. Tattooists are paid a premium price for their work and should never make people feel as though they should "tip" them. If they do a fantastic job and you are very impressed, by all means, show your gratitiude, but do not feel pressured into this. As a result, if you want to tip them after each sitting or at the completion of your work is entirely up to you. Make sure you thoroughly look through the artists portfolio before deciding to be tattooed by them. Make sure they are competent in the styles that you are about to be tattooed in, and ensure they communicate with you every step of the way to ensure you will get the exact effect you seek. Most importantly, check the hygeine of the shop and studio. If it smells a little like a hospital, that is usually a good indication (along with many others) that they take the time and care with their hygeine.

you are not obligated to tip her under the law. so you decide if you want to or not, because she is doing what she already is being payed to do and thats her job.
