First of all, both cards or not the best gaming cards.
But I'd go with the 9500gt. The 8600gt is an older generation of card and is not very suited for gaming. The 9500gt is also not a game monster, but when it comes to performance, it is in between the 8600gt and 8600gts.
So slightly faster than the 8600gt.

9500 GT is better (more powerful). Better to save up and buy 9600GT or 8800GT.
9600gt is the best performance:cost ratio card. don't get anything else unless you don't plan on playing games. save for a 9600.

9600 came out to compete with ATI's low priced high performance cards (eg. 4850)
9600 uses a ROP architecture. You may formally know this as number of pipelines (which is most important, more important then memory) so it runs smooth with core speeds over 500 and memory speeds over 800. (basically about the same performance as the legendary 8800 series but only costing ~$100)
9600 is also more power efficient therefore less heat. Also it only takes up 1 layer (depending on brand).
