For those who are into gambling, one can go to the pseudo casino at thre race track (slot machines only); one can also go to the main casino across the river at Lac Leamy (in Gatineau, Quebec). If you have transportation to the latter (ie car rental), not only are there the usual casino activities, but you could enjoy a good meal/drinks (in the casino, or next door at the Hilton Hotel), some shopping from the gift shop, etc.
I like the ByWard Market area. Lots of restaurants and little shops and stuff...
Just so you don't get confused it's actually route 97 that serves the airport (it used to be called route 96). It would be well worth the trip though on the bus (it's fast and frequent - comes every 15 minutes at least). That's if you don't mind it getting overcrowded once it starts getting close to downtown.
But almost anything worth seeing in Ottawa is within short walking distance of Route 97, so you have lots of options.

Mind you after you're arrested, you might not make it back to the airport within that 6 hours window. ;)
... and walking around Parliament Hill does not appeal, there is the South Keys Cinema on Route 97 (5 mins from the Airport) where you could easily kill a couple of hours or so. You will also find the usual dining suspects as at all suburban malls (Kelseys, Denny's, Outback, Montana's as well as McDonalds) Walmart, Future Shop, Pier 1 and other big box stores also there...

Around the area is also the Canadian mint ($5 tour but not worth it) and the Parliament buildings (free tour). Personally, I like the Currency Museum (across from the Parliament Buildings on Sparks Street) since it's free and I like that sort of thing. At the airport? Nothing.
Grab the 96 and head downtown for a walk. You can have dinner at the Parliament Pub (on Wellington right across from the Hill) or at D'Arcy McGee (at the corner of Sparks and Elgin across from the War Memorial) -- those are two of my favourite places to eat...
Have a walk around Parliament and the downtown area -- pretty nice. Depending on when you are in Ottawa, you can walk to Major Hill's Park and it's a pretty nice lookout. You could also take a peak at the National Art Gallery -- not sure at what time it closes.
The bus to downtown is 25 minutes or so and is $2.50 cash or $1.90 for tickets (you can pick them up at the information centre, I believe).

Given that the OP will be there in late PM, you can't beat the Byward market at that time of day for atmosphere and people watching. Grab a glass of wine at the William street wine bar or a glass of suds at the pub on Clarence street. The national gallery is just around that corner if you feel like taking a quick look. If you like museums and still have time you could catch an IMAX movie at the Civilization museum in Gatineau, just across from the National gallery. There is a very nice dining room there as well.
Go to the Kid's house and drink Polish Vodka with him........ :D !
