When it comes to tattoos, you get what you'll pay for. Yes, there are plenty of people tattooing out there that will ink you cheap, and you will be crying to a real artist to have it covered up. Look for quality, and be willing to pay for it. NEVER haggle over the price of a tattoo. It's disrespectful to the artist. If you can't pay for quality, don't bother. This is not a bargain bin. It's a piece of art you will wear for life.
Most shops I've been to will do tattoos on a 16 year old with parent consent. As far as cost goes at lot needs to be taken into account but what you're describing sounds like a minimum fee job which generally is $60. With your questions answered though I would like to add that many shop are very reluctant to tattoo any jointed area. This is because the healing process is limited due to continual movement.
