Yes, the oven may be the problem but something else to look at. How cold is your refrigerator? The baking powder and baking soda in the cookie dough takes a little time to work. I was wonder if your refrigerator is really cold then by the time the dough warms enough for the risers to activate and start working the baking process may be too far along. Leave the dough out of the refrigerator for like an hour before placing them on the cookie sheet to put into the oven and see if that helps. Or place the cookies on the sheet, then turn on the oven to preheat. When the oven comes up to temperate then place in oven. You cannot open the oven to peek, they will fall if the air pressure changes. Try 375 (your oven may be a little lower) or leave them a little longer.

maybe your not rubbing them enough
They stay the same size/shape as they were when they were packaged?
Make sure you keep them in the time suggested, at the right temp, put them on a thin non-stick pan.
There's not really much I can tell you.. I haven't heard of that before.
Although, when I was baking something one day, the oven wasn't completely on (the switch was turned between 'off' and 'bake'). Check that as well.
You have to preheat the oven to the right temperature. Then keep the cookies in until the time suggested. I'd get someone to lend you an oven thermometer, sounds like the temperature might be lower than you think. Could be a faulty oven thermostat..

Experiment with one or two using 375 degree oven. Use the middle rack and let the cookie dough rest at room temperature for 10 minutes before baking. When baking cookies from scratch the dough is not cold like the pre-cut cookie dough and can affect the end result.

you've received many good answers - i wonder though - do you have an oven thermometer? - is it really getting up to 350 degrees?
The dough is too thick.
The humidity in your oven may be off.
Altitude?
Are they old?
Are you waiting for it to preheat?
It might be the type of pan.
Maybe the thickness is different?
go buy a real cookie sheet, preheat the oven, also ovens heat differently, maybe you need to turn yours up to 375? let us know!
