do you bath her. i bath my cockatiels twice a week. this is because birds feathers are ichy most of the time especialy when molting. so i'd try bathing her for a few weeks and see what happens,
to bath:
run a warm bath, not to hot and no to cold.
dip your bird in so that she is soaked.
splash the water all over her but be carefull around the head.

if doing this does not stop the habit then make sure her diet is balanced.
It sounds like stress. Is she getting enough attention from you? As much as she's use to? Birds are very sensitive to any kind of change and they need plenty of attention. I recommend taking her to the vet. It could be medical, you just never know.
If the spray didn't work and the bird carried on doing it, go to a vet for advice. better to be safe than sorry.
Anxiety.
If it isn't something medical it is almost always stress. Birds self mutilate when under stress. Have you changed something in her routine lately? Change her food, location, brought in another animal, had visitors etc?

she may feel lonely.
to be on the safe side talk tom your vet before she does anything worse
bring her to a Professional maybe shes mad birds have bad temperaments
She is stressed.
Try and find out what it is that is causing the stress and remove it/add it to her cage.
~Does she have company?
~Is there a cat close all the time?
~Is there a dog that worries her?
~Is her cage big enough?
~Does she have enough to keep her occupied?
