I could imagine that there are instances when disputes between members of
an association (racing or other equestrian competition) under the bylaws agree

I have not seen indications that there are ANY states that require
mediation or arbitration specifically for equine-related cases.
Mediation services are widely available in court systems, and parties
to a case might be strongly urged to try mediation before proceeding
with a suit. Perhaps there are a few courts that even require
mediation.
But I have not seen anything that is specific to equine law in this regard.
There are a few commercial services, however, that specialize in
equine dispute resolution...I don't know if these are of interest to
you or not.
Let us know a bit more about what leads you to think there are some
states with mandatory mediation/arbitration requirements for equine
cases. Perhaps with a bit more background, we can better zero in on
the information you're seeking.
