If you download SpeedswitchXP (freeware), you can set your "on A/C"
CPU speed to "battery optimized". This will force your cpu to run
slower, but should also slow down your fan. Most likely you just need
a new cpu fan (or fan/heatsink if they're a single unit), but this

Almost without a doubt, kimiekimbow-ga, it is the well known overheating
problem of the Inspiron 8200 that is causing your problem. The fan is
"racing" to correct the problem, leading to the "jet engine" sound, but
the overheating still then leads to your "delayed reaction" symptoms.
It might take contacting Dell to correct the problem.
