Of course, if you go 10 miles in an hour, the AVERAGE speed over the time span is 10 miles-per-hour. However, during this one hour period, the INSTANTANEOUS speed can change. You could, potentially go 20 mph for the first 30 minutes and completely stop stand-still for the next 30 minutes, and still have the same average speed.

So... to answer your question, the actual speed is unknown. It is only an average of one hour period, or in this case, also an average of speed in 10 miles worth of travel.
On a clear day, one might be able see 10 miles and you would only know that if you knew for sure that where you were was 10 miles away from what you were looking at. Confusing, huh?
