Just nonchalantly ask if she has an extra razor, or casually mention you'd like her to pick some up for you. She'll get the point without having to address the situation directly.

the same thing happened to me but my mom already knew i HAD to start... i was only 10 but REALLY hairy...

Tough one. IF you are over 12 or 13 I think it is pretty reasonable to shave. Talk to her about how you feel and think about what you want to say before you do approach her. Body image is important not #1 on the list of things but I understand. I had to beg my parents to shave at 12 because I had really dark hair and was very embarressed. If all else fails try to make a compromise with her, like using an electric shaver or keeping up grades etc. to earn the privelage. Good luck.
