What FPS could i expect to get on cod4, world at war and fifa 08 and gta 4 if i got a 9800gt?
I have a HD 3650 now and i get between 15-25 fps on cod4
Would i see much improvement?

The 2.8ghz would get rid of the bottleneck problem and then COD 4 could get between 35-40 fps.
Your graphics card is not the only factor in this question, your motherboard, ram, operating system, how well the pc has been built, is your pc overclocked etc all come into this question. without this information it would be near impossible to give an accurate answer.
Even with that information it would only be an estimated guess and there are other factors to be taken into consideration like processor speed and other programs running etc Saving similar jpgs as a movie to save file ::
For example, 30 fps could be 30 jpegs. From one of your other questions, I assume you have Visual Basic, and a program to convert from bmp to jpeg etc

it wouldn't be an big improvement since your AMD 4000+ is too slow to match a 9800gt. It will bottle neck the performance.
I wouldn't expect too much difference since the HD 3650 handles pretty well already (maybe extra 5-10, so ~31 fps). AA will run smoother because of the G92 chip in the 9800.
try getting a tri/quad core AMD to go with x2 9800gt. maybe:
Phenom 8750 tri-core ("1940" CPU Mark) $136
Phenom 9550 quad-core ("2022" CPU Mark) $140
AMD Athlon 64 X2 4000+ Dual-Core = ("834" CPU Mark)
