If your student visa expires, or if you leave Japan without a re-entry permit for your Student Visa, your student Visa will become invalid. So you can never get it back without applying through the WHOLE student visa process again. If thats what you want to do, yes then its fine, you can change to a temporary visitor's visa, but you cannot have two visas at the same time.
Are you considering doing this at the end of your school term/student visa, if thats the case the yeah its OK.
Because I'll repeat, once you lose your student visa, you lose it and all benefits of being a resident of Japan, from your mobile phone, to bank accounts, health insurance etc.
If you no longer require your student visa, go to the consulate or embassy and get it cancelled. No one wants to go to an immigration office on vacation!
You can have the student visa switched to a tourist visa within Japan. However if you leave with a student visa and a re-entry permit then when you return to Japan you would re-enter as a student. It wouldn't be a good idea to leave without the re-entry permit and then ask for a tourist visa at point of entry. They might assume that you simply neglected to obtain a re-entry permit before leaving and are now trying to sweet-talk your way back in with a story about buying a rail pass-it could turn into a real hassle.
I suggest you consult with a travel agent to see if it is possible to switch status and then obtain the rail-pass in Japan, or else explain your situation to immigration and possibly obtain a tourist visa with a re-entry permit. You are far better off working out your status with the immigration at your leisure, rather than relying on things going your way with harried officers at point of entry.
