My advice-don't. Tattoes are permanent unless you can afford to have them removed, which costs more than tattoo itself. Make sure this is what you want.
it shouldn't be expensive at all but find a reputable artist through recommendation. pain depends on the person. tattoos on bone generally hurt more than on fat and muscle.

I would say no more than $100, depending on the parlor. Tattoos don't hurt, so don't consider pain when you're thinking about tattoos; if you can't handle the sensation of getting one, you don't deserve one. And fading really depends on the individual's skin tone, so you'll just have to find out.

Pain will vary from person to person, but the artist will work with your pain limitations and take breaks as needed. If its going to hurt it will be the outlining of the tattoo - the filling in of the tattoo didn't hurt me at all, but the outline did.
As for colors fading - they all fade, even black. my black tattoo I got 5+ years ago has faded some. My sister has a purple tatt that hasn't faded much at all and she's had that 6-7 years now. Just pick the color(s) you like and then consult the artist or just go with your fav color. To help prevent fading, they'll tell you to avoid cholorine and direct sunlight for awhile afterwards.
Also, I was suprised at how tender that area was afterwards (didn't think about before hand). It was difficult to have anything rub against it for a couple days. And take a friend and have fun!
