My advice would be to learn (x)html and css [free online tutorials at w3schools (http://www.w3schools.com/xhtml/default.asp) and other places online, and get going with notepad. Nothing cheaper I can think of than free.
Notepad is free and already installed on Windows, easy to use.
Steer clear of Frontpage like the plague. As for other free wysiwyg editors, I'm sure someone will suggest their favourite. Afraid I don't have one.
 How much does getting a small tattoo on your hip/stomach hurt?
